Its a Scottish man purse....you know when you see a guy in a kilt and he has a little furry bum bag (not a euphemism but should be!!) well, thats a sporon. I think you can keep things in it, I've never got close to one ;) but mainly its to stop traditional kilt wearers from embarrassing gusts of wind.
