Anyone can defend themselves and has a right to do so should they feel their life is threatened. The more knowledge you have of self-defense/martial arts tactics and techniques though, the more you can be held accountable for the results of your self-defense.

The best techniques for someone with no training are not really techniques as much as being prepared-
  • Carry mace with you
  • Make eye contact with people you walk by (lets them know that you know they are there and they can't sneak up on you)
  • Maintain confident body language
  • Practice running
  • Be compliant with the demands of anyone with a gun
  • Be prepared to HURT someone so you can run away

The key to self-defense is to avoid having a need to defend yourself.

Nebulustrix has some good ideas.

I'd also add situational awareness. It's difficult to describe, but sometimes there are visual cues / body language people have that indicate you want to keep distance from them.

Figure out the safest places to park your car, safest routes to and from work/store/school, alternate routes, where to run if something happens. Stay clear of bars and similar establishments. Bad people hang around those sometimes and other times, good people that are drunk hang out there.

I also endorse the idea of mace or pepper spray. (Mace isn't considered legal in some areas.) You can get key-ring size cans of pepper spray that are inexpensive.

Understand what you have on you that might serve as a weapon (though disengaging/ running is preferable to fighting) like shoes, books, bags, keys, fingers, etc.
 
I used to thread my keys through my fingers so if need be I could rake them across an aggressor. I have had a black jack and now an ax handle in my car within reach of my drivers side seat. When I go out in public and no security is present, I have pepper spray/Ultra Violet marking and CS military tear gas in my palm. When I am not doing a desensitization I put it in my pocket for half or more of the activity.

I did karate, taekwando, and karate as well as kick boxing. I also did fighting fan, short sword and broad sword tai chi. I laughed alot and found it empowering. I learned cane and animal forms.
