Chiming in late... Seattle is the single most passive aggressive city I've ever lived in (and I've lived in dozens of cities all over the globe). I'm more surprised you weren't glared and huffed at for smoking by the same people who did nothing to assist you

Part of the total apathy of the city is taught: kids who defend other kids in school are punished as severely as both the bully attacking another child, and the child who was being attacked! Gah. Stuff and nonsense. "Fighting is always wrong" bullshit. On the upside, more than 20,000 kids are also being homeschooled in the city, making it the 2nd largest "district" in a 6 district wide region. I HS'd my son there for several years following 1 year of "You have got to be effing kidding me" public school. So, in any event, you have the minority of people who are willing to assault others, and then the vast majority who have been taught learned helplessness for their entire lives. Friends in the SPD & I have compared notes... in almost every case where there is any kind of Good Samaritan action? It's by a transplant, tourist, LGBTQ community, or homeschool kid & we're talking 14-16, young enough to be asked why they aren't in school / have to have parents come pick them up or be present for their statement. ((This is obviously a biased and opinionated survey of myself & my friends griping to each other, not statistical data.))

Just so you know... It's not just you. The city culture itself is sick IMO.
