Is this sexual abuse?

When I was younger I used to take baths with my mother and she would have me shave her pubic area. I don’t know how young I was or how many times this happened, but when I look back on this memory I feel dirty. I’m a girl for context. She did something similar with my sisters when they were kids as well. She would lie naked and they would draw on her naked body. I know that my mother enabled my sexual abuse from my father and my sister’s sexual abuse from her ex boyfriend. I just don’t know if she herself was sexually abusive to me and my sisters

I would say it is, since there's no reason for children to be doing that.

Considering her enabling and knowing about multiple abuses, it's clear she intended it.

I find these sorts of things are really complicated in working out what category to put it in.

I struggle with saying things are sexually abusive with things my mum did that weren't sexual acts and/or hard to know whether sexually motivated but were sexually inappropriate. I have a thread about it too.

There is a thing called covert incest, or something like that. Someone introduced that topic to me on this site. That might be a term to explore?

What does the law say in your country? If you want to go be legal definitions (which are challenging I think).

At the end of the day, take my response with a measure of caution, as I still struggle to call it sexual abuse when others on here say it would be.

I found settling on "it was odd, and ultimately damaging" easier to manage.
Edit to add: my mum's behaviour of me and my body, set me up for sexual harm by others too. She , like it sounds your mum had/has, very odd morals and no will to protect from harm. She enjoyed being friends with convicted sex offenders.
