20 years ago I was sexually active and I can tell you that fingering was not apart of making out. It was the step just prior to sex. 1st base was kissing 2nd base was breast touching 3rd base fingering and sex was a home run.

I don't think you really answered @Atubs question. If I just randomly went up to some guy in a bar and shoved my finger up their ass they would charge me with assault. If I did that to my husband without asking him if he was comfortable with it, he would say that his was violated and sexually assaulted. The fact that we are married doesn't make a difference. The word fondled does not apply in the scenario you are speaking of. Fondling, to me, is spooning after great sex. The phrase is actually more like penetrating her or violating her. Your words are interestingly downplaying what you are speaking of and I am not sure I understand why.

The above quote can easily be a precursor to savage rape. It is imperative that society realize that there is no middle ground when it comes to the assault of others. Certainly not when it comes to one of a sexual nature.
