Account upgrades are instantaneous via Paypal. If you pay by credit card or Paypal balance, you will have instant access to your upgrade.
If you pay via bank transfer, then it may take days, though once Paypal confirm your payment, the software will immediately give you access. US transfer from a linked bank account should be instant. Other countries, usually between 3 - 5 days clearance time, as money transfers send like an e-cheque.
If you have linked credit cards, ie. you and your partner, one may fail and only the main may work with Paypal... such instances have been reported before and depends completely on bank methods, its not about Paypal, but how banks handle credit card numbers issued in conjunction with Visa / MasterCard, etc.
