Normal for parent to shave pubes?

When i was a pre adolescent (10 or 11) my mother used to cut me and my brother's pubic hair.
This is something I've been trying to figure out whether or not is normal.
To be fair now I'm older I think it was a bit weird to say the least.
Anyone with similar experiences??
