ETA... just to be clear, I’m specifically talking about distracting events not needing invention.
Once there becomes a need? Totally different ball game.
If the need is a new news cycle? Easy. Pick something already happening, and give someone an exclusive in on it in some way or another.
If the need is to move troops, or manipulate markets, or whatever? That right there is going to require a bit more work.

- Like a chocolate (or rubber) company wanting government troops to assist them in taking over more land? Never gonna happen. It’s not the governments job to increase the property holdings of private companies, nor to wage wars on their behalf. It IS their job, however, to defend their people inside their own territories. Voila. Need finds solution >> catastrophe created >> Agents of the company will be hired to commit atrocities on the local population to the point they rebel -coming inside French territory- and create an armed conflict beyond what the chocolate (or rubber) company could be reasonably expected to handle, and above what their govt. can reasonably ignore, and POOF French Troops deployed to protect their interests. <<< That’s arguably how the British empire was founded... Except a bit more on accident. The Brit’s just seem to sort of specialize in doing enourmaous things on accident. (Well it all made sense at the time!) As the military was deployed to protect their commercial interests, first from piracy (which was their domain), and then on land (because that’s plain old common sense, the ships need somewhere to make land and restock, and those holdings grew in size to form ports, then colonies), and the whole thing just kind of snowballed >>> This kind of thing is so well known that it’s actively worked against happening, again, but it still does. Fairly regularly.
Ditto pretty much anything that has laws written to stop it (insider trading, manipulating markets, espionage, etc.) you’ll generally find creative people either workin their way around those laws, or outright breaking them. People. ENDLESSLY inventive! :D
The thing that drives me nuts about conspiracy theories, though? They usually don’t take into account 2 things
- The situation that existed prior to “the event” they’re talking about. Like when something is business as usual in the world of High Finance or International Diplomacy... but “the event” is somehow this super special secret sinister thing! Um. No. Not really.... but THIS ONE is... exactly the same as all the rest... it’s different!... not really... It’s different!...not really... It’s not different?!? This goes further than we thought!!! ...headdesk.
- Human Nature.
