You are correct. When I was last in the UK , I had an accident outside Greenham Common. Was hit by a tiny Bedford truck (lorry?). The constable on scene demanded I visit the nearest emergency room. I tired to produce my private health care card as a foreign national, and the hospital staff would have nothing of it. As you said it was TOTALLY FREE OF COST. Huge surprise for me.
