Removed Wrong Forum Warning - Streamlined Warnings

With the new upgrade, comes a feature for staff to alert a member of content being posted in the wrong area, helping members know which areas is the right area for such content, whilst letting them know where their content has moved to. As such, the warning for posting in the wrong forum has also been removed.

We now have four warnings and two temporary ban actions available to staff. They are:

1. Quoting entire post - This causes issues for the site in relation to duplicate content.
2. Attacking post - Must be blatant attacking.
3. Suicidal post - Must have a clear statement of intent.
4. Self promotion - This community is not here to promote yourselves, it is here to support one another.

There are now only a 3 & 7 day temporary ban available to staff. Less than 3 days is pointless, more than 7 is likely further action needed, so those two periods allow for a person to go away, calm down, then return upon their ban lifting.

Hopefully this is a more adequate balance between keeping the community members satisfied, though also maintaining the integrity of the community overall from an administrative stance.
