I just looked in the US it's a civil prohibition but heavily restricted in military operations to special use airspace and flight corridors so I guess it would be similar in Europe. I believe that was one major factor in killing Concorde aside from the CDG crash. BA and AF pilots weren't the only pilots with the coveted type rating 'Concorde' on their tickets also Braniff pilots..not many people know that.
