The political will to deal with this issue......

Political will is a manifestation of the self-interest of the political elite and those who fund their campaigns.
Prevention of neglect/abuse will NEVER matter to them as they would gain nothing should prevention occur.
My view is not pessimism it is realism.

There is a long history of empirical and theoretical investigations into who's views and needs are represented in legislation.

One of the more recent is Gilens & Page 2014.

Needless to say, they found exactly what you articulate, that the views of the ordinary citizen, were not represented at all. The influences were soley those of organised special interest groups.

Lest anyone think that the study was from some anarchist group, or a clique of libertarians at some obscure southern college... Not that that would in any way invalidate the reasoning used (the fallacy of "poisoning the well").

It could hardly have come from a more mainstream setting; Princeton.

I agree. After the abuse I suffered when I was young, my mother said she took me to some doctors to have my brain checked. I am not sure what her reasons were, maybe my behaviors? I have a bit of memory about the tests that the docs ran. My mom said about a year ago that the doctors told her my brain was developed a little differently than a "normal" child, and that it would never be able to produce enough stabilizing chemicals on it's own. I was about 9 yrs old then, after several years of severe child abuse, which memories of those years are still repressed, decades later.

Gilens and Page merely gave Ivory Tower assent to that which is patently obvious. I'll admit that I was surprised when Princeton, an elite bastion if ever there was one, proved the true nature of our system. Naturally, only the already well-informed gave a flying fvck, while the masses remain utterly intransigent in their willful ignorance of the modus operandi of our Rulers. The only factor which could ever cause meaningful change is moot as the feeble-minded obsess over the size of Kim Kardashian's buttocks, as they stare incessantly at their tracking devices...err...smartphones, and Tweet(tm) the banal flotsam of their utterly barren consciousness.
