What Does (partial Grant Of Benefits) Mean?

I filed an appeal based on advice from the DAV in Sept. 2013. I finally received a rating adjustment for PTSD from 50% to 70%. In the letter it says:

Evaluation of post traumatic stress disorder, which is currently at 50 percent disabling, is increased to 70 percent effective Jan. 2015. (PARTIAL GRANT OF BENEFITS SOUGHT ON APPEAL)

OK thanks but does anyone know what they mean by (PARTIAL GRANT OF BENEFITS SOUGHT ON APPEAL)?
 
Did you put in for more than 70%? If you claimed more, like 100%, then it simply means that they only gave you a portion of the 100% and not the full rating.

No I didn't really put in for any particular rating. My CP (I think that's what it's called) score was kinda high for the 50% rating and I was told I should appeal so I did. Went in for another exam and not long after that I received a letter saying I more closely fit the symptoms for 70%.
 
Silence in requesting a rating could have been implied as a claim for 100%. That's the only reason I can see why they made that statement.
