They have a "Now Hiring" sign in front of our building, right before an approx 4,000 employee layoff of all departments? Hiring cheap laying off more well paid? Is that even legal to hire before a downsize?

Im wondering if, yet again, they decided to not touch tech support or if too many tech support reps took the severage as we are busier then ever before.
 
Layoffs were again brought up by someone else in Oct Team meeting today and my Sup said "we are all safe". We are hiring a lot of people and I thought it was to hire in cheaper labor and layoff the higher paid but my sup advise that the more customer facing we are (I'm fully customer facing) that we are much less likely to lay us off. Unless they are on a write off, which I am not.

She said "we are safe" a few times as the co-worker that brought it up says she also has anxiety and worry a lot and so my sup was trying to reassure her.

Keep my head down and job preformance steller and I may be ok.
