Right now, it squarely lands at China's feet. There is mounting evidence that China ignored warnings from years ago about these markets and Corona, the future effect of what will occur. I believe an author even exacted this, time and date, based on their own evidence from within China and seeing what was happening, studying the animals and their respective issues. China ignored it all.
All country leaders are now dealing with something that nobody has dealt with since the early 1900's. So yes, nobody has experience and lots of mistakes are being made. People love to blame. Hindsight is wonderful.
Right now, it seems the majority of this lands absolutely at the feet of China, and the evidence continues to compound.
As for own responsibility, how is any of this to do with each person in the world uniquely? This is country level stuff. We the individuals can only now be responsible for following best practice guidelines we are given, or not. That is our responsibility uniquely. Leaders are making this shit up as they go based on health experts behind the scenes, combined with economists, trying to balance health and what will also be health and militaristic issues, if the economy collapses in any given country.
There is no book for this as I see it. Just theory, bits and pieces of stuff, but no clear guideline for any one country. We're all just kind of trying to learn of one another it seems to me. Like... who is doing something good, grab that, that is not working, toss that, change that due to failure and this country got that bit right, insert, etc.
