I'm guessing you wanted her to deal with your "bad state" rather than her give you news you weren't expecting and didn't want to hear. Thats understandable however I also think if she'd tried to do that you'd have been upset that she didn't tell you as soon as she knew - therapists can rarely get it right in these situations because whatever way they tell you, it sucks to be told they can't/won't work with you any more.
Your feelings are ok, give them some space and accept that it feels rubbish but your feelings don't necessarily reflect what's happening. You said you think she could work with you but doesn't want to, you've got a copy of the law that says she can't. Look at it and pull it apart, talk to her about it. Tell her you think she doesn't want to work with you. You have some time to end this relationship, use it well.
