Not anymore... But if you're on Oahu & you can find (A2) a local sponsor :D Halekoa on Waikiki runs about $125 per night. Unless your friends are/were in high places. Then it's about double.

ELIGIBILITY:
Open to all active duty and retired Armed Forces (Army, Navy, Marine Corps, Air Force and Coast Guard), Reserve, National Guard, and Other Uniformed Services (Public Health Service, National Oceanic and Atmospheric Administration.)
Also, Armed Forces dependents, current and retired Department of Defense (DOD) civilian employees including Coast Guard Civilian Employees, and sponsored guests. (Other personnel on official business with the Department of Defense may also be eligible.)
A. Eligible persons may sponsor friends and family
- Sponsors (except those residing on Oahu) must reside in the hotel during the same period as their sponsored guests and assume financial responsibility. Three additional guestrooms are authorized for this purpose.
- Sponsored guests of a sponsor residing on Oahu must be visiting the sponsor. Sponsors in this category are not required to reside in the hotel, they must be present at check-in and assume financial responsibility for their sponsored guests.

We used to get rooms half or more off the going rate + dolphins & such. $700 a night for $200 kind of thing, with crazy upgrades & add-ins all totaled in. The "can't give a better rate than HH lowest listed, but can give you $500 a day in freebies". Ha. Done.). It's kind of like being in a dome on Mars, though. Drive through nothing forever, and then manmade paradise. Bit of a trek to anywhere else on the Island.
But if you don't mind staying far away from the beaches up in a crater (clearly, not my favorite, but some people love it), there's another military / govvie place there on the BigIsland, too. Also about $100, but little cabin types.
