Jimmy, I like number 2, but unfortunately here in the states, the VA budget comes out of our defense budget. More diagnosed cases, more cost to the military, so, they've been working hand in hand with the VA to "limit' as much as possible those diagnosed. Therefore as little as possible is documented in their files.
Jar is correct. They keep very accurate daily diaries but, we are to find many of those diaries go "missing". They just had a dust up 6 or 8 months ago about documentation during one of the Gulf Wars. Whole swaths of information gone.
As to your satellite VA centers, that is what the Vet Centers do in the states. But they never built enough of them and now they are coming under the budget boot and cutting services back. We now have CBOCs, Community Based Outreach Centers operated by the VA but other than very limited care, they usually send Vets to hospitals, usually many miles away.
I will not comment on the politics of how we wound up in such dire economic trouble, only it does not bode well for our New Vets.
To place that last straw on the camel's back, more specialized medical services are being privatized, which must cost substantially more than VA care. Safer, but it cost more.
This is why I make so damn much noise about the "kids" coming home. And I think most Americans want to see or folks treated well. And I read in a local newspaper that more than 50% of voters want to see their politicians replaced! I know I'm going to try to vote out mine!
