I think that a class action or land mark case that could go all the way to the 9th circuit or even the supreme court would be a remedy to force law enforcement institutions to change. Frankly.

Equitableness under the law is for all at least here in the States and other western countries... litigation is key to initiating and reaffirming that for all.

So tell me @Changeling - what do you think of the federal police being deployed in 6 areas? It is in my view a Federal over reach for the states, counties, and cities in the affected areas. I think it's a vote of "lack of confidence" though for the Feds to involve themselves so far as Obama's administration. I'm not sure, haven't yet formed an opinion one way or the other about it though.

Well, my implication would be that typically (if the last 15 to 25 years is an example) that there would be leaders in the black community that would come forward, yet they have not (so far) done so. A statement is usually made, this to me is atypical.
