If your home isn't up to standard, they can condemn it, but that is structural. They can't force you to upgrade your home that passed to existing standards, they only force all newly built homes / renovated homes (that have building permits submitted) to upgrade, and that is only if the renovation affects the specific area, ie. if you have no plans to renovate your roof, then they can't tell you to build it to the new standards, but if you are, then it must meet new standards.
