So, if it's non-dismissible, it will just keep flashing and scrolling? They are really, um, well... intrusive. Which I guess is the point. But I hope there aren't too many that won't go away once read and acknowledged. It is sort of like getting whacked up side the head with a fish. Tough to ignore.

You shouldn't have any scrolling ones, as there is only one permanent notice, being the one that notifies about one thread in specific forums.

Anything that scrolls, would be a dismissible notice. Check both the notices, as one should be dismissible.

I just checked, and the only non-dismissable notices are:

• Introductions
• Diaries
• No Avatar
• Zero post users

You have an avatar and posts, so therefor, in those forums with permanent notices, one notice would be dismissible.

And those who didn't have an avatar, as per the above reply... then to remove that notice they would only need upload one and it would also disappear. Same for posts... make a post and that notice for zero posts would disappear.
