When you do an internal investigation you’re not supposed to CC all the participants on an email thanking them for their involvement BEFORE you do the interview. If EVER!
How do you expect honest interviews when everyone knows who’s being interviewed and the list isn’t very big for starters?

And don’t tell me that the identity of all participants is kept private if that’s how you start this process.

Then you tell me that no matter what the employee will be protected if an issue with management comes to light. f*ckin no, not ever based on how your run the circus. I am not your trained monkey and I ain’t jumping off that plank, I’m gonna shove you off it.
