I feel your pain. I start work at midnight, and am usually up at 9pm to wake up and get myself ready. I go to bed around 1pm or 2pm. Where I live we have all four seasons. So in the summer I hear BBQ parties, lawn mowers, and bass from passing cars. In the winter I hear snowplows, people scraping off their windshields, and snow shovels and snow blowers. It never stops!
*But* I can't get mad that other people are living their lives just because of my schedule. For me, a fan or a loud air conditioner does wonders. I bought black shelf liner for my windows - it blocks out all light and help with the sound, too.
There are definitely, at least in my town, noise ordinance laws. There are no specific times, just "excessive noise" is not allowed. So it sounds like you could definitely call the police or a code enforcement officer. Speaking of a code enforcement officer, there are TONS of specifications that are required for home improvement! From the pitch of the driveway to which way a fence is facing when installed...guy's gotta be doing something that isn't up to code.
Where is he parking - on the right side of the street? Is he blocking a sidewalk? Is his vehicle the correct size/weight for the road that you live on?
And barking dogs are pretty much not smiled upon in any jurisdiction. I would call animal control to complain about the barking, and possibly to check for a dog license too.
