Not sure if they work, but have you tried Sonic Dog Repellents? Some look like birdhouses.

Running into kinda same issue now since I moved, in apartment building, and I thought was a quiet street. Once 1 dog starts barking, the next, until a dozen. Then the street dogs start barking...uh. Amazon won't ship those devices to country I am in (obviously not in US, but from there.) Maybe it would work for you.
 
My anger has subsided. I got home from work, then had to cheer up to work with a student of mine. It helped to do something other than perserverate on the dog.

I have not mailed the letter to the landlord. It is in an envelope with a stamp on it. But I haven't mailed it. Something tells me I'm not going to mail it.
 
Until you move the fence, that dog, and any other dog who is with any other renter... Is going to come all the way up to the fence. For the rest of forever. 5 feet inside of the fence simply isn't a boundary that any dog is going to adhere to. Marked or not. So unless you enjoy these bouts? If you don't want kids & dogs playing on 5 feet of improperly marked boundary, move the boundary. That's your responsibility as the owner. They aren't required to fence your property, ya know? Easy solution.

You are so right. It isn't the dog's fault. I've been toying with the idea of a real fence for the longest time. I even got an estimate last year, but never followed through.

What is holding me back? I still am trying to figure it out. It is a struggle. It would be so much easier with a fence. Then I wouldn't have to look at the neighbors and I wouldn't have to stress about their dog or that stupid property line.

You are right. It IS simple.

I need to do some soul-searching and figure out what is holding me back.

I've had a similar problem with a neighbor. In this case the problem was HIM not respecting the property line, not a dog. I put up fence last fall. Seems to have gotten the point across and I feel much better. (There were 2 problems. One was him not respecting the boundary and other was me, feeling attacked by his behavior. LOL)
 
My problem has been with the neighbors overstepping, as well as the dog (it's not the dog's fault). I just feel like the people don't care and don't respect the line. I feel invaded when the dog (or they) overstep the line.
