Incidentally, one insight I picked up the other day, with things like this, asking proles to come forward as part of an investigation is one way to find out who knows what, and put them on a list to be silenced.
A cop who writes a report that pleases rulers, can expect promotion, same for a judge who handles a case pleasingly.
