It's fairly rare to see this happening here, albeit not impossible. However I do think that the right way to go about it is in fact making a report—that would be the closest you get from calling the police.
As you say there are occurrences where people do get abused with crowds just going on with their lives just next, but there are also occurrences where people mob against someone and they get lynched. The way I see it is that this place is a safe place and given the volatile nature of PTSD, it is to expect that members aren't always very nice to say the least.
The reason I find this place here healing is because there is a reasonable understanding of how yourself can turn batshit, because for many of us, it can be part of the disorder and if there isn't space where we feel safe enough to admit our own shitty behaviour, then it will simply never be called out at all and it's possible to persist and sign. I don't think I've ever witnessed enabling behaviour here, or at the least so much less than anywhere, anywhere else on the Internet. And where it starts to get out of hand there have been mod interventions that were fair, people do get banned for all sorts of reasons, generally very valid ones I think.
