I think predators do seek out positions where they can exercise their behaviours.
It is interesting (if you can stay dispassionate while you are doing it) to look at the areas where nests of abusers have been found:
I think sports coaches, especially swimming were the first to be cleaned out. They had access to children with not many clothes on and from the child's point of view, were authority figures - but not so much to the parents, so they soon got cleaned out, although some (and this one has been through the courts, prosecuted, found guilty,sentenced, done prison time, reported in newspapers etc, so I'll use his name) like Ralph Smith in Harrogate was re employed as a board diving coach, by the burrough council despite known allegations. He tried it on with one of my exs, and she was able to tell him to keep his mucky hands off.
Priests, had access, authority etc over the children, and in the past, used to have authority over the wider community. that has gone, and what a rat's nest has been showing up in Irish Catholic communities the world over. The Irish form of Roman Catholicism appears to be probably the most authoritarian (and where Irish Catholics went, that strain followed, to America, Oz, Britain etc), from what I've seen, continental European versions of Roman Catholicism are much more laid back, and don't seem to have had the problem of abuse to the same extent.
The BBC... I rather suspect that that will be a witch hunt with a few high profile show trials of people who don't tow the line, while the well connected, will, like Saville, remain protected until after they are dead. They had access, authority over the kids and big time political cover.
Social Services depts, Prison officers, cops etc. Unless they seriously mess up, they'll stay protected. In the case of the prison officer I cited before, there were local guys trying to report him, but they had their liveliehoods threatened, and ultimately they couldn't afford to lose the ability to pay their mortgages and feed their children. Bill Maloney's interviews of some of the victims (and some of them are really suffering, I don't agree with Maloney filming one when he was drunk, the film is up on Youtube as "Medomsley Heroes" there are good bits all the way through but there's a hell of a lot of crap too), there were bigger fish who were abusing too. They were never pursued and remain protected. the two small fish told their victims that if they ever said anything, they'd be found to have "self harmed" conveniently they both died, soon after they got out of prison. strange that.
as an aside, Maloney and his siblings grew up in "care". His sister died at about age 15, of cervical cancer. Maloney did the simple maths on the basis that it usually takes about 10 to 15 years from infection with papilloma virus, before cancers begin to show up.
Politicians
While people continue to tolerate a state, and the special privileges that statism implies for some over others, then those privileges will attract the most abusive in society. see Bill Maloney's "nightmare at Elm House" for allegations. Perhaps that explains something about her character, her golden child vs blacksheep dynamic with her own children, and the abusers whom she seems to have sought the company of and surrounded herself with in politics.
