Sounds like you have a plan and a good one, too. I'm sorry that he's being so selfish and manipulative - pulling his new wife into things is completely inappropriate, especially against his daughter. But there are some people you just don't want in your life and he sounds like one of those.

In the US it is encouraged, also. But encouraging something is not the same thing as requiring it (unfortunately). Not saying it is fair, just the way things are.

Yes Reclusive and the new wife must be mother of the year...I can't imagine doing anything but good for my stepdaughters. Even if she believes him, she has no right to say anything. Typical him though, getting everyone else to fight his battles. I feel sorry for her daughter.
