The man who attacked my husband last week is back

It sounds like he is trying to intimidate you because he knows you are filing charges. He sounds a bit off balance, the lights are on but nobody is home. What's disturbing to me is the police indirectly protecting him by telling you not to call. So at this point, you still have to call and document incase you end up with an insurance claim due to your car and or your residence being damaged. Honestly, l would talk to the manager and people that live there. Nobody wants a fire. I also hope you don't need to sue the police dept if something does come down. So these are all thoughts running my head. The feds or state office should be contacted re inaction of police. But first you should talk to Chief of Police , then on up the food chain. Praying you are safe. I know where l live, people complain that police protect people selling illegal substances.
 
My husband has spoken to the manager daily. They are as frustrated with the police as we are. We have filed reports. It is absolutely absurd. I know of 2 other residents who are perusing restraining orders, but they are hard to get in non domestic violence situations.
 
That's pretty bad. Sorry to hear of that. Can the manager and you go higher like a state office. This is backwards but contact insurance company that apartment building uses, they actually may have some ideas, because they don't want to pay claims on something that can be prevented. You have to brainstorm in stuff like this. Call the newspaper or local news channel, sometimes they take stories like this. It kinda of depends on where you live and how alive the old boy network is. It's like a true catch 22 situation. You are screwed if you don't get restraining order, then perp thinks his intimidation worked. If you do get order, he may get bat crazy and do something and will police honor restraining order? So you have to think things out clearly, and l wonder if this perp has any priors, that would tell you what kind of person you are up against, small time crook, crazy, etc.
