It sounds like he is trying to intimidate you because he knows you are filing charges. He sounds a bit off balance, the lights are on but nobody is home. What's disturbing to me is the police indirectly protecting him by telling you not to call. So at this point, you still have to call and document incase you end up with an insurance claim due to your car and or your residence being damaged. Honestly, l would talk to the manager and people that live there. Nobody wants a fire. I also hope you don't need to sue the police dept if something does come down. So these are all thoughts running my head. The feds or state office should be contacted re inaction of police. But first you should talk to Chief of Police , then on up the food chain. Praying you are safe. I know where l live, people complain that police protect people selling illegal substances.
