No, you are right that the people won't be selling them, though it would affect even a council or local government by doing such things, because if you do it for one way to avoid something legally, you can't change back without repercussions either, one would think. I don't know who owns government housing overall in the UK. Is it federal or local? If federal, I couldn't think how local councils would be able to change anything, because they wouldn't have control over such matter for how a house was deemed listed.
 
In the UK it is all local. Some of it is owned by the local council and rented to tenants. Some is owned by local housing associations through which the councils lease to tenants. In my area we actually have both systems running together. Local authority housing stock is owned either by the housing association or the council themselves.

On behalf of clients I have been to housing meetings where we have to have the chiefs of both present to find out if there is suitable accommodation to meet the clients health needs. It can be very complicated and messy, and a lot of buck-passing.

However, in this morning's newspaper is an announcement that if Labour get back in power they will scrap this bedroom tax completely.
 
One party or the other always say what is pulling at citizens currently though... usually many broken promises are made. Cutting one thing means filling the hole elsewhere.

My personal opinion, and I know it is not always popular, is that they should seriously consider 'foreign aid'. We send billions of pounds abroad. Some put to very good use - others used to fill the coffers of already rich individuals rather that used to help the populous needy. I feel they should closely examine this and stop sending so much abroad until such times as we can afford it again.

I think the nation's finances are too 'ring fenced'. By this I mean we are stuck with money put in a pot to be spent on a 'project' that cannot be put to better use even though the co called 'project' does not need it. This happens a lot on multiple small scales that together equates to a lot of money.
