I'd not rule out the seroquel entirely. it takes awhile to clear; it could take 2 weeks for your body to register the actual decrease, and the immediate relief you felt was possibly due to placebo effect.
Probably, most relevant thing would be to see if you can work on slowing down consciously. I know '2 weeks' is this bizarre standard length of time in psych, but if you try some conscious slowing interventions over the next 2 weeks and find that the racing thoughts aren't subsiding, you may want to consider raising the seroquel again, give that two weeks, and see if it helps.
This kind of down, up, down med adjustment is not uncommon, while one is trying to figure out exactly what is affecting what.
