Purple Nurples or Titty Twisters I'd class the same as Wet Willies, Raspberries, Tickling, Towel Snapping, Bold Fingers / Goldfingers, Puppy Kisses, Gleeking, Dutch Oven, & other forms of rough housing or horseplay.

Can ALL of these -and others- be both consensual or abusive? Yup. Can preteens consent to goofing off? For sure.
So for me it would depend on context. Is the preteen horsing around with a mixed crowd of kids and adults? (Consent) Is the preteen being bullied? (No consent, also no sex) Is the preteen being sexually abused? (No consent possible)
