Very active. There are several different "quests" if you will.
You need treasure, and by taking other ships you can upgrade the ship you use. There are ship upgrades as well, like sails, and cannons, powder, hull plating.
Then as you take ships of warring nations the opponents will reward you with higher rank. As you gain rank you can dance with plain, pretty, and beautiful daughters who give you personal upgrades like better fencing shirts, balanced swords, better barometers and items that make dealing with natives easier. Both opponent ships and natives can give you different items like spice, sugar, and luxuries, which trade for different values in different towns.
There are also 9 other pirates you can take down to gain favour with nations and gain their treasure as well as buried treasure caches for each pirate.
There are 4 relatives who have been kidnapped who you can find by chasing down a Spanish noble and his "boss" whose hideout you get map pieces to find.
Then there are "the treasure of the" four largest tribes that you get map pieces from dancing with beautiful daughters.
Last but not least, there is love. After a set number of visits to a daughter you can dual with her boyfriend. After that she will want to get engaged. Then she gets kidnapped by the evil Mendoza and you have to rescue her.

Through the game you can divide your plunder to get to harder levels (HINT - save the last level for just before you retire.)

So the objective is to become a marquise for all four nations, amass a fortune, get married, then retire. Like Civ, you get a level of performance at the end.

Fun game. Takes a while to play. You get to learn your way around the Caribbean.
