Called the shelter and they said that since it was third party, electronic they wouldn't take it very seriously. Local PD doesn't' have a record of the order being served.

He wants me to drop the restraining order.

If you have a restraining order, it is there for a reason. The worst mistake of my life was breaking mine because I found out I was pregnant with his child and felt I owed it to him to tell him. If I could take that moment back I would.

Go down to the court house, get a copy of the restraining order and proof of service and give it to the PD. Always carry a copy with you as well.

I'm so sorry e did this and that the shelter staff person did not take it more seriously. Violating a restraining order is very serious. If you have proof of him being served, go back to court, and talk to police and the DA and show them your proof he was served and that he contacted you. Even through a third party, even electronically - It's still illegal. Do all you can to make a record of what he did.

If you have no proof he was served, have him served again. This is essential. Please don't give up now...

It's worse. There's no record that he was served and the officer acted like I was lying. Why had I waited so long to file? Why wasn't there a case in the other state ?

In other words: no one can help me

If he was served they will give you proof of service. You can help you. Have him served again and when you go to court tell them HE knew there was an order, he contacted you to asked for it to be dropped. Judges very much look down on people violate court orders - it is a crime and it usually tanks civil cases in favor of the other party when one person violates a court order they knew about, served or not.

This situation could actually help you in court immensely! It shows he knows of a very serious legally binding boundary that the judge gives, and still he does not listen and respect the boundary.

This is not an all bad situation. It can actually be something that really helps the court see what you have been dealing with.
